Block Management refers to the process of managing residential blocks (flats) on behalf of Freeholders, Residents’ Management Companies (RMCs), or Right To Manage (RTMs) Companies. As part of the provision of a lease the Freeholder, RMCs or RTMs provide services to the block and leaseholders in accordance with the provisions set out in their lease. This is funded by a service charge being levied on leaseholders. Often a Freeholder, RMC or RTM will not want to manage, or will not have the time, knowledge and experience to manage the services required in running the properties. Under these circumstances a Managing Agent is appointed to provide this service on a day to day basis.

The Manging Agent is responsible for carrying out the management tasks for the block/s, this will normally involve ensuring all communal areas are maintained and kept in good order, ensuring repairs are undertaken on the building fabric, ensuring gardens are maintained, windows cleaned and dealing with issues with lifts and communal lighting and gardening. The Managing Agent also delas with more major repairs and refurbishments such as external and internal repaints, re roofing and roof repairs and often the leaseholders are charged extra for these projects through the serving of Section 20 notices under Section 151 of the Commonhold and Leasehold Reform Act 2002 (the act) and in accordance with the procedures set out in The Service Charges (Consultation Requirements) (England) Regulations 2003.

The Manging Agent will also normally manage communication between the Freeholder, RMC or RTM  and contractors, ensuring maintenance standards, value for money and good standards of health and safety are upheld. Managing Agents also deal with issues in relation to leaseholders not complying with lease provisions and non payment of service charges and ground rent.

Managing Agents carry out other tasks when leasehold properties are sold in providing information and documentation for solicitors and the processing of new leaseholder information, these services attract fees which are paid by the solicitors of both those selling and purchasing properties.
